Samsung are supposedly working on it but there is no official date for it's release.
Until Samsung produce an update for unlocked/unbranded handsets, T-Mobile are unable to start work on the update for their Galaxy S handsets.

Don't know how accurate this is but it may be of interest, its from a site called 'know your mobile':
Samsung has confirmed that its Galaxy S handset will be getting the Android 2.3 update in March Published on Feb 28, 2011 The Samsung Galaxy S will be getting the Android 2.3 update in March, bringing the device inline with competitors like the Google Nexus S. Whether or not Samsung’s TouchWiz UI will remain on the Samsung Galaxy S remains to be seen – although we can’t really see Samsung ditching it. News of the update comes via Samsung’s official Hub, so the ball is well and truly rolling on this one. Once the update is live, Samsung Galaxy S users will begin benefiting from copy and paste, a new keyboard, better battery life, VoIP support and some minor bug fixes, as well as a few cosmetic changes. All in all, this is a pretty speedy t****ound and it’s nice to see Samsung looking out for its older customers, instead of just merely pressing on with the Samsung Galaxy S II.
